What is ASME A17.1?

ASME A17.1 is the Safety Code for Elevators and Escalators, published by the American Society of Mechanical Engineers and harmonized with CSA B44 in Canada. It sets the technical requirements for new installations and for alterations to existing equipment, and it prescribes the periodic tests that verify safety devices still work.

It is a consensus safety code, not a law in itself. It becomes enforceable in Texas because the state adopts it by rule — which is why the operative citation for an owner is the Texas statute, with A17.1 named inside the adopted standards.

How does Texas adopt ASME A17.1?

Texas adopts it through commission rulemaking under Health and Safety Code §754.014, which is the statute's standards section. The adopted framework covers ASME A17.1 and A17.3 for elevators and escalators, ASME A18.1 for platform lifts and stairway chairlifts, and ASCE 21 for automated people movers.

The statute also constrains alterations: work on existing equipment may not leave the unit less safe than the chapter requires at the time of the work. That single sentence is why a controller replacement often pulls other code items into scope.

Which edition of A17.1 applies to my elevator?

Equipment complies with the A17.1 edition in effect on the date it was installed, and alterations are judged against the edition in force when the alteration is performed. A17.3 then applies to the unit as an existing installation on top of that, regardless of how old it is.

The practical reading for an owner: a 1985 elevator is not required to be a 2026 elevator, but it is also not exempt from everything written after 1985. And the moment you alter it, the altered work meets today's requirements.

Where does A17.1 show up on an inspection report?

Nearly everywhere, but most visibly in door equipment, safety devices, and required periodic testing. Interlocks, restrictors, and reopening devices sit squarely inside the code, which is why door items appear on reports for equipment of every age and every manufacturer.

How does A17.1 affect modernization scope and cost?

It sets a floor that scope has to clear. Because an alteration is judged against the current code and may not leave the equipment less safe than the chapter requires, code-driven items enter the project whether or not they were on the owner's wish list.
